Pritzker Plans Illinois Budget Cuts After Trump’s Policies

On President Trump’s Executive Order Targeting People Experiencing Homelessness Issued July 24, 2025

The Supportive Housing Providers Association (SHPA) forcefully condemns the July 24 Executive Order issued by President Trump, which encourages states and cities to criminalize homelessness, expand forced institutionalization, and dismantle proven Housing First and Harm Reduction models.

This order is cruel, dehumanizing, and deeply out of step with the evidence. It does nothing to address the root causes of homelessness: skyrocketing rents, stagnant wages, an extreme lack of affordable housing, underfunded mental health systems, and local barriers to housing development. Instead, it proposes a punitive, high-cost approach that punishes people experiencing poverty and disability in public.

At SHPA, we believe that the most effective solution to homelessness is permanent supportive housing: stable, affordable housing paired with voluntary services. That’s the foundation of our State’s HOME Illinois plan. It is also the framework most likely to reduce emergency room visits, jail stays, and end the cycle of homelessness.

We want our members to know that SHPA is actively communicating with partners at the federal, state, and local levels to understand the implications of this executive order for Illinois. We’re in close coordination with national advocacy organizations and leaders across the state to assess potential risks, track developments, and ensure our communities remain committed to housing solutions grounded in dignity, evidence, and care, not punishment.

We stand with advocates across the country in rejecting this attempt to scapegoat the most vulnerable among us. We will not allow political grandstanding to undo decades of progress. Every person has a right to a safe and stable place to live no matter their disability status, immigration status, income, health status, or zip code.
